Public debate organised by Radio Capsa FM, speakers on stage

From 1 April 2025 to 30 June 2026, Radio Capsa FM ran a campaign in the Gafsa governorate to raise awareness of administrative justice, built around the "Point Juridique" programme and its permanent guest, judge Houda Touzri. Twenty-four episodes and 45 additional pieces drew 221,972 views on Facebook, with no paid promotion. Follow-up on the case of 87 University of Gafsa students whose admission had been cancelled led to a favourable ruling by the Administrative Court, which was then enforced.

Context

Administrative justice is still poorly understood in Tunisia, even more so in the interior regions. Yet Gafsa residents have many disputes with the administration: with the Gafsa Phosphate Company, the region's largest employer, with schools and universities, public hospitals and everyday public services. Without knowing the available remedies and their deadlines, these disputes usually end in protest or are simply dropped. Of the 45 people interviewed in vox pops during the campaign, very few knew that a separate administrative jurisdiction exists, and even fewer that a regional chamber of the Administrative Court sits in Gafsa.

Objectives

  1. 01Help strengthen the rule of law by improving access to administrative justice for citizens in the Gafsa region.
  2. 02Explain how the administrative courts are organised, what they deal with and how they work, especially the Gafsa regional chamber.
  3. 03Give the public practical guidance to take action: admissibility conditions, deadlines, urgent procedures, legal aid and the role of lawyers.
  4. 04Establish Radio Capsa FM as a trusted, local space for legal information and guidance.

What changed

  • Informed in part by "Point Juridique", the families of 87 University of Gafsa students whose admission to the education and teaching track had been cancelled took their case to the Administrative Court in Gafsa and won; after the station's repeated calls for the ruling to be enforced, the students recovered their right.
  • The audience grew throughout the series: about 2,400 views on average for the first six episodes, regularly more than 4,500 by the end.
  • From the tenth episode onwards, questions shifted from definitions to practical steps: appeal deadlines, stays of execution, lawyers, supporting documents; people still come to the station with their files after the project ended.
  • Legal aid, a purely procedural topic, was among the most-watched subjects, with 5,990 views for its highlight video.
  • Lawyers and legal professionals from the region spontaneously offered to take part in future programmes.
  • At the public's request, the programme expanded to medical errors and access to legal aid for women in precarious situations.
